So this means that if an American wants to divorce a Russian citizen he can't go and do this at the Russian consulate here? In his own country ? If this service only available to ado Russian citizen then it means I won't be able to do it at any embassy. I need to know 100 percent what I can do. I want to move on with my life.

Correct, you cannot get divorce in Russian Consulate. You can just sign a power of attorney in Russian Consulate, and I will divorce you in Russian court.
